与之前的 Release Candidate 形成鲜明对比的是，Release Candidate 2 的专用分支并不存在，因为此版本源自内部 RTM 发布分支，旨在供员工自托管。特别是选择这个版本的决定是在最后的尝试中做出的，以便将更多供应商引入 Vista，因为独立硬件和软件供应商（IHV/ISV）不愿意开发针对 Vista 的新软件和驱动程序模型的应用程序和硬件，原因是人们对 Microsoft 及时交付操作系统的能力产生了怀疑。[3]这些因素受到 2002 年至 2004 年期间缺乏驱动程序开发工具包的强烈影响，[a]开发重置、多次延迟以及 Microsoft 对 Vista Capable 程序的不当处理，此程序将最低系统硬件要求门槛设定得太低，以至于任何基于 Windows XP 的系统都无法可靠地运行新的操作系统。[4]
