Windows 8.1 build 9650 is the known post-RTM build of Windows 8.1, and is the earliest known build of Windows 10. It was mentioned in the release notes for Symantec Endpoint Protection 12.1.4, where it is stated that a bug related to Windows Defender was fixed.[1]
Due to its earliness, this build identifies itself as Windows 8.1 in many areas and still bears the 6.3 kernel version.
