Windows 8 build 8023 is a pre-Developer Preview/Milestone 3 build of Windows 8, which was shared on 19 October 2024. This is the first available build to call itself "Windows Developer Preview" in the watermark and the branding of the Prerelease SKU.

Metro-style notifications
This is the first build to include Metro-style notifications. This can be easily seen when installing a third-party app, as Windows will inform that New apps are available for your PC or when inserting removable media.
Charms bar accessibility
To enable the right-hand charms bar on a non-touchscreen device, open the Registry Editor and navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ImmersiveShell. A DWORD value called CharmBarMode must be created in this key and its value set to 1.
Start screen
The Immersive Control Panel is now regarded as a Metro-style application on the start screen, which features a cyan tile, although it lacks an icon at this stage of development. Tiles of desktop applications have changed into a flatter style with a slighter gradient on the right side, and the texts on the tiles have shrunk in size.
Bugs and quirks
Upgrade
After the preparation phase of the upgrade, Windows may encounter a bugcheck with the error code SYSTEM_THREAD_EXCEPTION_NOT_HANDLED caused by winhv.sys. To bypass this, boot into Safe Mode and delete or rename the file located at C:\Windows\System32\Drivers.
Timebomb
- The product policy won't apply correctly on the first boot, hence the timebomb date will be absent.
Metro
- When using the password reveal feature on the Metro login screen, the text appears scrambled, consisting of a mixture of letters and symbols from various languages such as Arabic, Japanese, Korean and Chinese.
- The charms bar does not have a background for hovered items, which, most notably, causes both the orb and the flat Windows logo to overlap while the Start option is hovered on the left-hand charms bar.
Miscellaneous
- The Store is labelled
@{ms-resource:ShortItemName}. - When adding a new user from the Start menu, clicking on "Create a new Windows Live ID" causes the shell to hang.
- Switching directly between users from the Start menu does sometimes cause effects to glitch out, leaving the user on a solid background. Logging of and re-logging in fixes this issue.
