Windows 10 build 9802 is a pre-Technical Preview build of Windows 10, which was originally released to Microsoft partners participating in the Ecosystem Engineering Access Program (EEAP) on 30 July 2014 as the fifth partner release.[1] It was later shared on 30 October 2024 alongside its x64 public symbol package and its server counterpart, and it is additionally referenced in the release notes of the client build 9807.[1]
Due to the earliness of the build, this build still identifies itself as Windows 8.1.

New features and changes
Application versioning
Use of the GetVersion, GetVersionEx and VerifyVersionInfo API callbacks and querying the current OS build number via the system registry have been officially discouraged in favor of using an application manifest to identify the currently-running OS release. As a result, the CurrentBuild string value in the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion registry key has been changed back to [[Windows 8.1 Build 9600.16384.winblue_rtm.130821-1623|9600]], the build number used by the Windows 8.1 RTM release.
If applications do not have a valid manifest present in the PE resource data, applications will report themselves as if they were running build 9200.
Hyper-V
Hyper-V now requires a processor that supports Second Level Address Translation/nested paging in order to run virtual machines.
User interface
Task View
Multiple desktop views can now be created via the Task View function. Applications will also be appropriately hidden per-view.

Task View
Native support for windowed Metro apps is now enabled by default, alongside with the new title bar design now not showing placeholder colored squares and instead displaying the correct graphics. In addition to that, a small menu has been added, accessible through the small chervon on the title bar. To revert this, merge the following registry entry:
;Disable new title bar (optional)
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ImmersiveShell\ApplicationFrame]
;Disable windowed Metro applications
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ImmersiveShell]
"ModernDesktopApps"=dword:00000000

Applications
- A new Print Dialog application has been added, which serves as a replacement for the legacy print dialog. In its current state, much of its functionality is not present, and can only display currently connected printers.

- The Desktop Control Panel link has been removed from PC settings.
Bug
User interface
If the user's taskbar is present on the right of the screen and no apps are pinned, opening the start menu will cause it to float in the middle of the screen. Additionally, the items on the All Apps list will have their text colored black if there isn't enough apps displayed to show a scrollbar.
The length of taskbar items with the Never Combine option is shorter than usual. Additionally, when auto-colorization is enabled, the taskbar preview borders do not automatically update their color when the wallpaper changes. This issue can be resolved by manually adjusting the window color through the Control Panel or by restarting Windows.
The icon positions on the desktop and File Explorer view settings are not preserved between Explorer sessions.
After first opening and closing a metro application, ghost windows will display in the Alt+↹ Tab window switcher, with them having the ApplicationFrameWindow and MetroGhostWindow classes. These can be selected using the Window snip mode of the Snipping Tool program.
Applications
The System Properties page may incorrectly report the total amount of installed and usable RAM found on the machine as a result of using decimal values for size calculation. Other areas, such as the Task Manager will show the correct RAM amount.
The Format dialog does not open, making it impossible to format drives through Windows Explorer.
Additionally, the Devices Flow application uses incorrect icons for each projecting options, such as the PC screen only option has its representative image being swapped with the one of the Duplicate option, and the Extend option image being swapped with the Second screen only option.
