The update was distributed to unknown users via Windows Update as the "Windows 7 Release Candidate Refresh Pack", which was described to "bring your Windows 7 Release Candidate machine up to build 7201 in order to get feedback on the changes takes[sic] since the Release Candidate was shipped"; it contains MUI sets for English, German, French, Spanish, and Japanese languages. It was later shared on 29 December 2019.
