Windows 95 January Test Release - Build 311.

This was Officially released to all Beta Testers from Microsoft on CD-ROM.
This is No longer a build on the October beta and is considered very
stable.

A side note:  Alot of people are under the misconception that a higher
build number is a newer release and therefore is better. (ex. build 306 is
better than 302).  But this is not the case, each "build" released is a
bugfix on the orginal 244 that was released in October as Beta 2.  So where
302 may have one bug fixed the 306 may have different bugs fixed that are
not the same as in 302.  Until now all build releases were fixes on the
original 244 beta (Which was always considered one of the most stable)
released in October.  The Build 311, is a new release from Microsoft and is
now labeled January Test Release instead of October beta 2(With a different
Startup Screen and the Ship It Button now changed to Start).  This is now
considered the most stable and further builds will most likely be bugs
fixes on this version until Microsoft releases another.
